Effective November 1, 2013, the minimum relevant income level was amended to HKD 7,100 per month from its original level of HKD 6,500. For the contribution periods (wage periods in general) starting on or after November 1, 2013, employers, employees and self-employed persons should make contributions according to the new level.
Under the new amendment, employees with a monthly relevant income of HKD 6,500 or more but less than HKD 7,100 are not required to make the employee’s portion of contributions. Their employer(s), however, still have to make the employer’s portion of contributions (5% of the employee’s relevant income). If your current monthly relevant income falls within this range, you should pay attention to whether your employer has made its portion of contribution and no longer deducts the employee’s portion of contribution from your relevant income. However, for contribution periods which start before November 1, 2013, you still need to make the employee’s contribution.
Self-employed persons with relevant income less than HKD 7,100 monthly or HKD 85,200 yearly do not have to make contribution. For monthly contribution frequency, you are not required to make contributions for contribution periods starting on or after November 1, 2013. However, for annual contribution with contribution periods starting before November 1, 2013, e.g. April 1, 2013 to March 31, 2014, you still need to make contribution for the whole period.
Effective June 1, 2014, for contribution periods commencing on or after June 1, 2014, the level of maximum relevant income has been amended as follows:
For monthly-paid regular employees, the level of maximum relevant income has risen from HKD 25,000 per month to HKD 30,000 per month. Maximum mandatory contributions have been adjusted accordingly from HKD 1,250 to HKD 1,500 per month. Employees with monthly relevant income more than HKD 25,000 are required to increase their mandatory contributions in line with these amendments.
For self-employed persons, the level of maximum relevant income has risen from HKD 25,000 per month to HKD 30,000 per month and from HKD 300,000 per year to HKD 360,000 per year. Maximum mandatory contributions have been adjusted accordingly from HKD 1,250 to HKD 1,500 per month or from HKD 15,000 to HKD 18,000 per year. However, for self-employed persons making annual contributions for which the contribution period starts before June 1, 2014, (e.g. April 1, 2014 to March 31, 2015), the maximum mandatory contribution amount of HKD 15,000 per year still applies.
Employees should pay attention to whether your employer has calculated your contributions accurately and deducted the right amount of mandatory and / or voluntary contributions from your payroll after the new requirements come into effect.
For Self-employed persons, Manulife has updated the contribution arrangement on your behalf. However, you may need to revise or cancel the payment limit of your existing Autopay or PPS instructions to avoid any debit issues or payment shortfall that may lead to default contribution.
You may also take this opportunity to review and adjust your existing voluntary contributions arrangement.
Manulife will notify your employer to follow up. Your employer should rectify the situation and settle any outstanding payments as soon as possible.
Under the provisions of the Inland Revenue Ordinance (IRO), mandatory contributions to MPF schemes are deductible in calculating the assessable income of an employee or assessable profits of a self-employed person. All contributions other than mandatory contributions are voluntary and are not deductible. The maximum annual tax deductions for mandatory contributions to Mandatory Provident Fund schemes are as follows*
Year of assessment |
Maximum deduction |
2008/09 to 2011/12 |
HKD 12,000 |
2012/13 |
HKD 14,500 |
2013/14 |
HKD 15,000 |
2014/15 |
